    <description>There is a Rooming House operator called, Richard Eli Caslely, whom operates illegal boarding houses in the Frankston area, disguised as &quot;share houses&quot;, where according to Frankston City Council, it's OK in Frankston to have up to 10 people per house and still claim to be a &quot;share house&quot;. Richard charges one month's rent board in advance like the genuine sharehouses in Frankston, but unlike the genuine sharehouse Landlords, Richard fails to honour the bond contract (28 days for items to remain on the premises) and throws out the tenant's stuff in the street! &lt;br /&gt;&lt;br /&gt;I know of 3 delis in Melbourne's Inner bayside suburbs going out of business at the same time, in the 28 day period none of the shop's grocery items were thrown out by the Landlord's, despite the fact the business operators went broke! But if a tenant in one of Richard's houses are in hospital or custody, Richard quickly moves someone else in his rooming house rooms, despite that tenant signing a &quot;rental agreement contract&quot;.&lt;br /&gt;&lt;br /&gt;Everyone raves on about how bad Frank Cassar is, what about this operator?</description>

    <description>Here in Bayswater, a Perth suburb there is a slumlord called FRanz Seidl offering rooms in a back part of a house. It a complete fire hazard and disgusting. He charges $120 a FOUR weeks rent for bond and issues no receipts!</description>
